
Since all three of these mods modify the exact same settings (races) then the only one that matters is the last one that is loaded and all other changes are ignored by the game. Lets say you load three mods, one is race heights, one is a racial trait overhaul and the last is a mod that adjusts the healing/stamina-mana regeneration. Basically what I mean is there are two load orders, one only matters which order you load esm and esp files and the other is between meshes/textures/scripts/etc (everything that would be stored in a bsa). Yes, it is! Base and dwemer roads would be OK, but everything else would have the wrong textures. Is the ESP really necessary? These are just meshes.
The main reason, however, is the amount of different patterns and small cobble stones would require even more polygons than the main roads. It may not even be possible if they are treated as landscape.
That's quite unlikely! Honestly I haven't even looked into those. Do you plan to cover roads in towns as well?. Static Mesh Improvement Mod covers bridges as you'll be using SMIM anyways. If you are unsure, just place it at the bottom of the load order.
